COLONIAL SECRETARY'S OFFICE

HONG KONG

2nd September, 1937.

I am directed by His Excellency the

Officer Administering the Government to inform you

that, in view of the change in the local situation

brought about by recent events in the neighbourhood

of Canton, the Government considers it advisable

to concentrate immediately your nationals at certain points as already intimated to you in order that they may conveniently be protected in the event of

possible disturbance.

I am accordingly to request you to be so good as to convey this information to all Japanese subjects resident in Hong Kong and to cooperate with the Inspector General of Police in carrying out the arrangements which he is making for their safety.

His Excellency desires me to convey to you his regret that such steps should have become necessary and to assure you that every effort will continue to be made to prevent the occurrence of

any unfortunate incident.
